February 2021 Update
We’ve talked about the Coast Guard process in terms of being a marathon, not a sprint. And in this race, there are definite markers to pass along the way.
Here's what's happening in March:
Exclusive Negotiating Agreement to be signed (more on this below).
Minor demolition of some portions of the buildings to evaluate structural details of the existing buildings. This will help us understand how to plan for better energy efficiency and structural renovations.
More groundwater drilling to evaluate future development of a septic system.
Finalize our plan for community conversations.
On Tuesday March 3rd, the Board of Supervisors will approve an Exclusive Negotiating Agreement (ENA) between the County, CLAM, and Eden. What is this ENA? It’s an agreement that the County and its chosen housing developers (CLAM and Eden Housing) sign off on before moving to the next phase of the project. It formalizes the County’s intent to negotiate the development and transfer of the property, either through sale or lease, to our CLAM/Eden team. It also helps establish performance timelines that will lead to the rehabilitation of the property. In short, it’s one of many agreements that we negotiate with the County to make this thing happen.
It’s hard to imagine how many phases there are in this process. We at CLAM are committed to increasing the frequency of our updates to you so that you are better able to understand both the big picture and the many steps and phases that go into bringing the former Coast Guard neighborhood alive again with homes, outdoor spaces, and community activity. Stay tuned for a visual timeline that we will be sharing with you soon that will lay out the project in a way that makes it easier to understand.
We know this process has sometimes felt frustrating. Every day, we feel the urgency in the community to get these homes ready to move into. We’re doing our best to push this through and get to the finish line.
At the same time, we know we can’t rely solely on the Coast Guard to house essential members of our community. Our community can do more! CLAM is actively exploring ways to integrate homes into the existing built environment of West Marin and we need your help.
